In The Cobra, Forsyth assumes the eating away of cocaine in European and american cultures. When the U.S. President's Office chooses to end the cocaine market once and for all, the executives turn to Paul Deveraux, an ex-CIA veteran, to formulate and execute a strategy capable of carrying out the operation. Deveraux, alias The Cobra brings together a team of experts to carry out the scheme, led by the notorious tunnel rat, Cal Dexter.
